I can’t quote Enfield’s Deputy Leader directly because he blocked me for uncaringly/unknowingly accepting a twitter handle with nos after my name.
He often links to the Tory Manifesto, but offers no link to the one he claims a mandate from.
It’s here

This is the content on areas relevant to LTNs. All of which is supported by the vast majority of those raising strong concerns about the current trials. There’s nothing, whatsoever, about LTNs, nothing that could be understood as such, and so absolutely no mandate. /2
All is clearly framed in the context of Quieter Neighbourhoods, details of which continue to appear on the Enfield Council’s website.
I don’t think anyone would dispute a widespread support for these goals, in particular a phased approach. Stages 1 to 4 – we can but dream. /3
We know for certain that Ian Barnes recognises that there is a significant distinction between QNs and LTNs, because he has clearly confirmed that he does not live in an LTN, and yet he does live in the area that was prioritised as the first QN (and completed in 2019). /4
Of course, there is no way that the emergency nature of the current funding and LTN trial could have been foreseen. But that makes it all the more worrying for any elected Labour representatives in Enfield to be claiming proven electoral support for the policy. /5
All of which is clear from the number of Labour voters who are appalled at the LTN trials.
I am one of them.
I support(ed) the 2018 manifesto, but not the LTNs, and my reasons can be found in the section that mattered most to me, and deemed important enough to include first: /6
In fact, the issue with the 2018 manifesto is the extent to which Labour representatives seem to be disregarding their mandate – prioritising advantaged areas with a careless approach to discrimination (see the Bowes EqIA), perpetuating unfairness, & worsening inequality. /7
Claiming the opposite is nothing short of disgraceful. And it’s enabled by LTN-supporting Labour voters happily disregarding all of the above, whilst seeing fit to lecture representatives of other parties for putting representation of the majority of voters first ./8
