will use something as a bait to attract the fish or animal.

Just imagine you have a training coming up with a registration fee of N10,000. You can use this strategy and organize a free training where you share massive values to the participants.
After the free training, you can introduce the paid training as an advanced class.

Just imagine you get 200 persons to attend the free training and out of them 20 of them registers for the paid training of N10,000
