For followers outside England. This is such a weird move in a fragmented landscape where there are more than 35,000 postgraduate entrants per year. And multitude of initiatives like Teach First, Teach Now->New Institute of Teaching set to be established https://www.gov.uk/government/news/new-institute-of-teaching-set-to-be-established
Furthermore, even if you agree more evidence-base needed (evidence quality is lacking mainly anecdotal, while NQT survey and Ofsted seems to indicate otherwise), then Early Career Framework and ITT core content barely started.
Then there's the review.. apparently it has already been concluded, like so many things seems conclusion came first.
I suspect for some the 'knowledge-based' and 'behaviour' slant is a selling point. But we must remember that the ITT system must cater for a diversity of schools. So, as one provider, sure but as happens more often, financially favouring one type of school....
Just think of TLIF funds, curriculum money, or longer back EEF evaluated null result Achieve Together project...where small sub-section of organisations, and likely schools/MATs profit most.

Of course you could say that there is no obstruction for other schools and partnerships to sign up, but we know that practically, that is not the case..
