Definition of an epidemic - "a WIDESPREAD occurrence of an infectious disease in a community at a particular time." (My emphasis). There is no epidemic in England. There is no second wave. There is a residual tail in isolated regions.
Despite "heroic" efforts to beat a natural process, England has almost attained herd immunity in all regions. There is no justification for measures against COVID more than for any other endemic virus. In fact, even without a vaccine, it is less dangerous than flu this season.
