The transport sector is the biggest emitter of GHGs, so the CMP will play an absolutely crucial role in meeting the city’s commitment to reaching zero carbon by 2030 (now only nine years away)

Over the last 2y @lmacinnessnp & officers from both transport & spatial policy have dedicated a huge amount of blood, sweat & tears to hammering out (in some really pretty trying circumstances…) a transport strategy that is genuinely ambitious & forward thinking
The core policy content of the CMP, the individual policy measures themselves, have been reorganised & significantly strengthened since consultation on the previous draft back in early 2020 & are imo at least now genuinely good!

Some personal highlights!

Really exciting to see 20min neighbourhoods now absolutely front & centre.

Incredibly positive to see the clear commitment to a strategic approach to roadspace reallocation!

(vital to carving out space for both genuinely coherent cycling networks & fast, efficient public transport networks in a dense, historic city never designed for the car)

Explicit support for a people-focussed, largely car-free city centre in line with the Edinburgh City Centre Transformation strategy

A commitment to consider a ‘Pay as You Drive Scheme’.

(Although this will only be considered in response to evaluation of how well the plan is achieving its goals & as yet there’s little clarity on the timeline or triggers for this process to begin)

As with all of these things though, the devil is in the detail.

Probably the only significantly troubling aspect of the plan as it stands is a definite lack of detail on the nitty-gritty of implementation, timelines, & targets etc.

The plan is clear that more detail on targets & implementation etc will be provided by a follow up technical note, but... without it you are left with a nagging sense of uncertainty that the CMP will actually get us to zero carbon by 2030…

One way to address this uncertainty would be to commit explicitly to aligning the CMP with the transport sector carbon reduction & modes shift targets set out in detail in ECCs Net excellent & fresh-off-the press Zero Carbon Roadmap..

All in all though, the CMP looks great & Edinburgh has the chance tomorrow to show real leadership in tackling the climate crisis.
