Looking at Home Office expenses from 2020 and there's some WILD stuff in there

Someone who works for the Home Office in Folkestone is having a great time:
- £1700 to a theatre there on 28 Jan 2020
- £1200 at a bakery called Oh Crumbs on 6 Feb
- £1040 at a garden centre on 9 Mar
There's the nearly £2000 to a fancy wedding venue in Dover in March 2020. £900 at a gastropub in Oxford on 27 Feb

There's £864 to Hair, There and Everywhere, a hair salon in Ramsgate, on 2 April 2020...
There's £1720 at an electronics shop in Tirana, Albania, in March. What's going on there?
One of the most mysterious entries though is several payments to a place called 'Pollyana Restaurant', totalling:

- £2325 in Jan
- £3950 in Feb
- £3765 in March
I couldn't find a restaurant of that name, with that spelling (it’s always spelled the same way in the multiple different entries) in the UK. There’s one in Brazil and one in El Salvador, but beyond that I kind of drew a blank.
BUT, there's another reference to the same restaurant, same spelling, in another department's expenses data: the FCO spent about £1200 there in Nov 2017. And the FCO gives a location for this place: Jamaica
It's a restaurant and catering firm in Kingston, Jamaica. Why is the Home Office spending thousands of pounds there each month? (There was no money spent there in April, and the data from after April hasn't been published yet)
Some of it could have been food for the 100 staff who helped to deport 17 people to Jamaica on 11 February 2020 - but that wouldn't explain the payments in January and March
