On top of the legalization program, today's immigration bill increases legal, permanent immigration in several ways:
- Raises the cap on family-based immigration from 226,000 to 480,000
- Removes numerical cap for spouses & children of green card holders (1/4)
- Raises the cap on employment-based immigration from 140,000 to 170,000
- Added slots allocated to low-skill jobs
- Exempts those earning STEM PhDs in the US from the employment-based cap
- Recaptures an estimated 220,000 green cards
- Adds 25,000 more diversity visas (2/4)
- Gives green cards to those who have waited >10 years in line
- Creates a 10,000 green card pilot program for immigrants who support local economies
- Raises the cap on U visas for crime victims (who can later adjust to green cards) from 10,000 to 30,000 (3/4)
The bill also:
- Eliminates per-country caps for employment-based immigrants
- Raises the per-country cap to 20% for family-based immigration
- Opens temporary visa to people in the family-based backlog, so they can wait for a green card to become available (4/4)
*So they can wait *inside the U.S.* for a green card to become available.
