Extremely late but I've finally found some time to put together our updated response to the NDP (due tomorrow afternoon) based on @amyplify excellent notes. https://www.gov.ie/en/consultation/d3f3a-review-to-renew-the-public-consultation-of-the-review-of-the-national-development-plan/
Follow this link to create your own submission based on the following 7 questions.
1. Is the overall level of public spending on capital investment correct?

We're saying "NO" because capital spending is supposed to be one off spending on a capital asset owned by the state but Ireland mostly invests in assets that make private individuals and companies rich
2. What should the capital budget be spent on?

Here we're making the distinction between public housing (owned by the state) and social housing (usually privately owned but subsidised by the state) to say if we have to pay for it then we want to own it and enjoy it.
The broadband scheme and stuff like the privatisation of public transport represent a similar type of nonsense. You could mention those as things you'd like to see publicly owned under question 2 as well.
3. What types of capital investment should be prioritised?
Again a chance to argue for publicly owned rather than publicly subsidised and public private partnerships.

Cycle lanes and pedestrian facilities instead of obsolete motorways also get a mention.
4. How can the management and governance of public investment be improved?

Here we're arguing for more democracy. More consultation and more power for local authorities and democratically elected councils rather than unaccountable civil servants.
5. How is the NDP affecting your region?

Your answer here depends on where you are in the country but we chose to use O'Devaney Gardens as a (bad) example of what the NDP has inflicted on our region so far.
6. What is your feedback on Project Ireland 2040 communications?

There's a lot to say here. We mostly don't like how the NDP doesn't make it clear how decisions are made and also tries to confuse people on the difference between Public Housing and Social Housing.
7. Is there anything else you would like to add?

You can say whatever's on your mind here. We chose to double down on the need for public housing but you could also talk about wind turbines or public healthcare or cycle lanes or special needs schools etc etc...
You can follow @CatuFMC.
