Out at the street, in your valve box, is your meter.
There is a cut off valve on both sides of the meter. One is the city side, one is yours.
Pick one. Turn it to right to close.
You can use an adjustable wrench.
But if you haven't bought a Meter Valve Key, you should buy one. Leverage and keep your hands out of there.
