There's a key section of the legislation that says to orgs like Facebook that if you refuse to carry and pay for news links from registered news businesses, you can't carry news links from any news business. Facebook went "OK".
The government was trying to force orgs like Facebook to participate, by making the consequences of not participating a much larger restriction in their content, & deliberately making a grey distinction between news and registered news businesses in practice.
As a piece of public policy, that section is one of the most naïve extortion rackets I've ever seen in an Australian bill, and everyone involved with the making of that part should go and stand in the naughty corner and reflect on their poor choices for a while.
