From the White House briefing just now: Anne Neuberger, Deputy National Security Advisor for Cyber & Emerging Tech, says the SolarWinds hackers "focused on the identity part of the network which is the hardest to clean up," and stresses this will take a lot of time to address.
Neuberger clarifies the intelligence community is still looking at who is responsible, stresses again it is "likely" Russian in origin. Neuberger says the Biden admin is still working to find & expel the hackers, reduce the risk of this happening again, and potential responses.
Re responses to the SolarWinds breach, Neuberger doesn't bleed USG's hand too much on what that will look like, but notes "This isn’t the only case" of Russian actions against US: "As we contemplate future response options were considering holistically what those options are."
The scope & scale of networks hit makes this more than an isolated case of espionage, Neuberger notes, adding while entities affected include those of "high foreign intelligence interest" the USG & tech sector both have been targeted & they believe there are followon intrustions
