Alright. So when building anything you need to follow building codes. Every state has their own building code. For example, Washington state has extra requirements for rain and snow loads because it’s heavy. https://twitter.com/reggiebushed/status/1361867950341373957
Texas houses will not have the LL (live load) requirements for snow, rain, and ice like northern states. Because houses do not regularly (according to code) need to be fortified for snow and ice, insulation and added protections for pipes will not be there like it is up north.
WHICH is why their pipes are bursting. Once water is rushing through a building there is not much you can do. Everything that it can reach will be ruined. Water expands when it freezes so that’s why we are seeing all of these houses being destroyed.
