2/9 @MOIM_Lebanon wants NGOs to fill in&attach Excel sheet via unsecure http link with names of all beneficiaries, ID #, marital status, full address & type of aid they receive as condition to obtain right to move during lockdown. What's the link btw requested data & mobility?
3/9 Seems @MOIM_Lebanon exempted @UN agencies from filling the Excel sheet? Why would then local NGOs be obliged to do so? How did the UN leadership in #Lebanon accept that as many local NGOs operate as intermediary with between the UN agencies & beneficiaries? @rochdi_najat
4/9 @MoIM_Lebanon website is not secure (http) = relatively easy for many techies & ppl working at ISPs to access all the site's data, enabling dangerous leaks. @M_MohamedFehmi: what are the tech & legal guarantees protecting citizens’ data before accepting to fill in anything?
5/9 Acc to law 81/2018 & intl standards, when NGOs collect data, they must inform beneficiaries of what happens with #data and can’t use/share/send the data beyond what was initially announced. Any change requires #informedconsent of beneficiaries & their right to #optout
6/9 What @MOIM_Lebanon is requesting is a blatant violation of Lebanese law & intl practices; including a violation of @EU #GDPR, which puts Leb gov at risk of legal action beyond Lebanese borders as well. @EUinLebanon @UNDP_Lebanon @UNJanKubis @rochdi_najat @AmbaFranceLiban
7/9 We already have serious concerns re #dataprivacy of tracking & surveillance practices during #covid19 #lockdown. @IMPACT_Gov provided a privacy policy. @MOIM_Lebanon request in NOT under IMPACT & has no privacy policy (a pre-requisite to collecting data). @rochdi_najat
8/9 Calling on all Leb & intl NGOs not to fall in this trap, push for more adherence to #dataprivacy requirements, request that @MOIM_Lebanon respects Lebanese laws first & disconnects mobility permits from any irrelevant data about beneficiaries.
9/9 Attempts to fight fraud in aid distribution & duplication are needed but must not be linked to mobility permits. Let #LebGov lead by example in showing that its social programs are well designed & delivered first. May we ask the same level of transparency from the government?
