You have to understand the country is organised around the rule of corporations: corporatism. So the police will get vaccinated, the firemen, the Nazare fishermen, the supermarket cashiers, the bus drivers, the volleyball players, the politicians...
Only at the end the elderly because they are a mere age group and don’t even have a union, the poor fellows. (Spain and Italy used to be just as corporatist but maybe they grew out of it)
