That should have read: "whether or not the motion to get rid of track two..."
The ruling is being read now. "At second reading, the debate usually deals with the underlying principle of the Bill. By adopting a Bill by the second reading, Senate agrees with the principle of the Bill." The amendment to get rid of track two in #BillC7 is ruled out of order.
