or a budget doesn't work there's real world accountability for the Bill Drafting, Research or Fiscal Divisions.
The main complaint I heard about PED was - to Bruce's point - that their recommendations weren't realistic, actionable or feasible to implement in the real world.

In short, like so many people and entities on this earth, PED was real good at telling other people what was wrong with them. They weren't good at offering actionable solutions to solve problems they identified. And sometimes their recommended cure was worse than the disease.
