If I were to write a dystopian novel about a pandemic (I promise I won't), it would go like this:
Disease created for biological warfare is leaked. It's designed to prey on frail older people and crater health systems. It's introduced w cloak & dagger stories of murder + mayhem.

World leaders (with a few exceptions) make unprecedented decision to quarantine entire populations rather than the frail. It's an idea - weirdly - started by the same people who leaked the disease. But never mind. We're panicking.
Whole populations stay home and congratulate themselves wildly for doing so. They sing about it (Grinch-tree style) and make up insipid stories. They do not notice the downsides, such as class division widening while servants bring them takeout bags and pkgs containing trinkets.
There are a few outliers. The country of Swedland, but they get their due. Then this long crazy state of Hepida, which no one pays attention to until one day it becomes CLEAR they are operating normally and without excess harm. This seems wrong. So pp gather forces to punish them
