"Search as you might, in OurWinnipeg you will find few [targets and measures]. This could doom all these strategic plans to failure, and the countless hours of public consultation and staff time will be for naught."
I appreciate that Brian says all parties are working in good faith. When I started participating in public engagement opportunities I was excited, that my feedback would be meaningful. That trust has been slowly eroding. It often feels like a waste of time.
As an active participant in these various consultations, it's extremely demoralizing to see the complete disconnect between plans. Particularly the disconnect between climate & almost everything else, as well as a lack of hard targets & funding to implement.
The pedestrian/bike strategy is "award winning" yet not meaningfully funded in the budget, therefore mostly sitting on a shelf.

For any given plan, there's no simple way of checking on status/progress made. How would we even know if anything is working?
I bet the folks who are working in the sustainability & AT departments at the city spent a lot of time & effort producing these plans. It must be demoralizing for them too.

End rant.
