The answer is simple — because we complain about it, but we collectively have no interest in doing what it would take to change it, which is back a government through tough negotiations with unions.

With their union hat on, teachers will never surrender paid days w/o a battle (and why should they?)
We support change when we just have to complain on Twitter, but experience shows that if negotiations stretch out, we yell at govt to “listen to teachers” and they cave.

Here’s the encouraging part — in part because our teachers (with their teacher hat on) are very good at, and dedicated to, their jobs —it’s not a huge factor. Teachers use the time to prep and they catch up. Of the issues we need to fix, really, storm days aren’t in the top ten.
