CCC 2357 says the teaching on homosexual acts is based on Scripture & always declared by Tradition: thus, infallibly taught by the ordinary universal Magisterium.

It's no good to claim only to want a change in pastoral practice or tone, not in "official Church teaching."

Appropriate pastoral practice flows from the consistent teaching of the Church, not the other way around. Doctrine doesn't change to accommodate people's denial of it.
As the CDF explained in 1986:

"We wish to make it clear that departure from the Church's teaching, or silence about it, in an effort to provide pastoral care is neither caring nor pastoral. Only what is true can ultimately be pastoral. ..." [cont'd]
"... The neglect of the Church's position prevents homosexual men and women from receiving the care they need and deserve."

All Christians, especially bishops, are called to speak the truth in love (cf. Eph 4:15), & bishops have a special responsibility to lead & teach clearly.
"Kohlgraf acknowledged that most of the blessing ceremonials described in the book are against Church law. ... [He] said he thought it would make little sense if he, as the bishop responsible, were to nullify the blessings."

That is literally a bishop's job: uphold Church law.
The Church's proposal is a radical invitation, to be sure, & often involves great personal sacrifice.

That's why priests & bishops have to teach with fidelity & accompany people with mercy, not stay silent, speak ambiguously, or raise false hopes about changing doctrine.
