There is a misconception surrounding freedom of speech in Rwanda. People think it is absolute like in the US but there are actually very few countries granting absolute freedom of speech. In Rwanda, like in Germany, South Africa etc, freedom of speech is not an absolute concept.
It is balanced by the right to dignity and the prohibition against hate speech. Basically, you have the right to speek your mind but not if it is at the expense of the dignity of others and not if you incite violence. This is common in countries that experienced atrocities.
That is why you will find similarities between the German and Rwandan constitutions wrt freedom of speech. We learned the hard way the dangers of allowing absolute free speech to extremists. Basically, uburenganzira bwawe burangirira aho ubwa mugenzi wawe butangirira.
Ending this to say Rwandans need to take time to read our constitution especially the preamble which informs all the rights contained therein. Read and reread articles 13, 33 and 34 of the Constitution.
