He's a career public servant and probably a spook.
In 2019, he was the CoS in Linda Reynolds' office.

But it's confusing, because on 2 May 2019, he was still a director at the Geospatial Intelligence Organisation.

Sam Maiden obviously knows who the CoS is/was in March-April 2019, but it's interesting how she doesn't name her/him in her otherwise not-bad article that broke this story.
