While the Serum Institute has a good reputation, India is notorious for exporting fake or substandard medicines.

I am not impressed. Public health experts (including me) have warned for years if not decades that India's pharma industry has systemic quality problems. Health Canada knows this, and cannot be happy to be rushed into this decision. https://www.ncbi.nlm.nih.gov/pmc/articles/PMC4455086/
Don’t get me wrong: in a choice between no vaccine and one made by the Serum Institute, I would take it. But it is utterly wrong to be in this situation, unlike any other wealthy country apparently.
