all generators are synchronized with the grid and must spin at the same speed in order to keep it at 60hz. extra load would put more load on the turbines, causing them to spin more slowly, so more generating capacity would be brought online to counteract that

but they are out of generating capacity. if not for the rolling blackouts the grid frequency, and voltage with it, would fall until other things start failing and the entire system falls over
