He keeps getting lost in the moment, questioning himself. Questioning why is he there. Questioning if Ouma truly does have feelings for him. Being afraid to play along because he expects Ouma to just be messing with him to..being afraid of getting hurt, humiliated even---
Only when Ouma runs away does Saihara realize he shouldn't have done that. That he wanted him to stay. Perhaps he realized that Ouma was hurt? Who knows. Saihara never told him to stop. He only said "WAIT" He needed Ouma to slow down so he can process what happened. Not to stop.
This is the realest love hotel scene. You could put it in the middle of the chapter 3 for example and it wouldn't seem out of place. They're themselves. They're talking, repeating lines already said in canon..Ouma's love hotel has the most voiced lines too.
They really put a lot of time into it. So much is there to analyze. I could write a book just on it. Saihara forgot he was in a fantasy. He just got lost in this intimate moment with Ouma, he was nervous..that he accidentally broke the character and thus broke Ouma's fantasy.
