There are over 1.3 million adults in Canada over 80. There are another 3 million in their 70's. Vaccinate them first, vaccinate them immediately. These are the groups where vaccines can save the most lives. The variant are rising and early reports suggest they are more lethal.
If you vaccinate them first, the severe hospital load will drop. Common sense.
This is the smartest way to help hospitals and lower infection rates in hospitals - cut off a big chunk of the severe covid admissions, de-pressurize ICUs and save deaths more directly than some roundabout infection control route with HCWs.
The other thing that concerns me is that when it comes to triage (worst case if wave 3 is severe), the elderly who were not vaccinated will score low and hospital focus will be on the younger. Now is the time to avoid this double jeopardy for the elderly.
One extra thing that can be done (and I think vaccine task forces are certainly aware of it) is micro-targeting: the ability to rank local areas, even postal code level, to jab into the most-at-risk arms first, even within age bands. The 80/20 rule applies. We can save many lives
I literally did this kind of work at big corporations and it works like a charm. For example, how did you think Bell knew where to put the first internet equipment? Or where Amex sent its card offers? You "lift" results by 3x or more.
Like many things in this pandemic I feel that we are chasing the crisis where it is (eg hospitals in this case) instead of where it begins (vulnerable people). Cut off the supply, you cut off the problem at its source.
Finally, I do not have all the answers (lol). There may be followers who have more information or new models that suggest different decisions. Always open to seeing more analysis and discussion on this important topic.
