1. Hassan al-Sari, Secretary General of al-Jihad and al-Bina movement and leader of Saraya al-Jihad (PMF brigade 17) gave a speech on Tuesday on the anniversary of the death of Mohammad Baqir al-Hakim, in Maysan. Why Maysan and not Baghdad for example?
2. While bigger Iran-backed militias such as Kata'ib Hezbollah consolidate their presence in strategic regions such as west Anbar on the Syrian border, smaller groups such as Saraya al-Jihad are expanding their presence quietly in the much less contested south.

4. Maysan & Wasit are particularly important regions for this type of activity, b/c of their long border with Iran, through which missile parts & other weapon systems can be relatively easily smuggled to Iraq. They can also avoid @CJTFOIR reconnaissance mainly focused on ISIS.
5. On the other side of the border the Ramazn Headquarters of Quds Force based in Kermanshah and commanded by Brigadier General Abdolreza Mesgarian facilitates the transmission. Ramazn HQ is responsible for implementing QF military policy for Iraq.
