For every person that moves to Indiana, 1.12 people move out. That's with Covid sending people fleeing CA, NY, IL, etc.
If "business-friendly, affordable, great place to raise kids" was ever going to work, it'd've been now.

Not scientific, but in a poll of 40ish friends I did a year after college, they said they left because:
1. Lifestyle/culture/nothing to do on weekends
2. No one is working on important, world-changing stuff here (!!!)
3. Weather (ok...)
Our current pitch doesn't address these.

Obviously, recent college grads are looking for different things than, say, retired manufacturing execs. If you're looking for real research here, my guess is @aaron_renn or @HicksCBER can hook you up.
It's further down, but I'd really hammer home "come to Indiana and work on stuff that can change the world" over "cheap and good place to raise kids"
