In an interview, Hoshino pointed out that Eggman spends almost all of his money building his inventions, so going by that logic in every game, Eggman spends the majority of his money... so how does Eggman gain money?
In Sonic Battle, Rouge makes it clear that Eggman sells his robots in order to earn extra money, then this is pretty much confirmed in Zero Gravity where Eggman is president of a company where they develop security robots named MeteorTech.
This will certainly not be the only source of earnings that has Eggman, if not he would have found himself immediately bankrupt; in the recent Sonic Mania has shown other sources of earnings very interesting.
Studiopolis is basically an Eggman TV studio, probably to get propaganda about his security robots and get a good reputation with the public with fake news, of course as with real life, he will have earned as much with third party advertising.
The fake news does not end there, apparently Eggman also owns a printer factory and perhaps with it a newspaper to give news, according to the description of Press Garden Act 2, the first act serves to give different propaganda in favor of Eggman and against Sonic.

Anyway to recap,apparently Eggman makes money selling robots, owns a TV studio and a newspaper, what else?
Amusement Parks, yes Eggman every time in his conquests creates parks, definitely not for his own amusement but I think it's pretty obvious he did it for his future earnings

Eggman is probably really the richest man in the series, he probably has a strong monopoly on security robots and the TV and news studios may have their own commercial success, enough to fund Eggman's future inventions.
