A critical take-away of that report is that last year, the UK had “limited or no vaccine manufacturing capability”, but they rammed that through as an emergency.

Another-take away is that one of the new British manufacturers, Cobra, started with only a few hundred liters of cell culture capacity.

Simply put, our government never tried, because its Vaccine Task Force incompetently rejected manufacturing. This was not discovered because Trudeau kept its meeting minutes secret (and they still are), though people such as me inferred it in other ways.
The big picture is that Britain has a much stronger science establishment than Canada, and Boris Johnson heads a far more transparent government than Trudeau. Those two Canadian inferiorities collided in such a way that thousands will die. You better believe that I am furious.
