After the mortality count debacle, I decided to do some digging on the Director of the Ohio Department of Health appointments made by @GovernorMikeDeWine @MikeDewine.

First, some Ohio Revised Code (ORC) background.

The governor is granted the authority to appoint a slate of cabinet directors by ORC 121.03.

Also important to note is the experience required for the ODH Director as outlined in ORC 121.10 which calls for the person...

DeWine was elected Governor of Ohio in November 2018. On January 10, 2019, The Columbus Dispatch published an article listing DeWine’s appointments for his cabinet directors. This was before his inauguration on January 14, 2019.

The announcement of Dr. Amy Acton’s appointment wasn’t made until Feb. 26, 2019. Why so late? What was going on? Was there a need to get someone into that position for a specific reason?

There is some weirdness between DeWine and Acton. It has been reported that Acton and the DeWines took a trip to Haiti together before her appointment. What was the purpose of that trip? I have some theories, read my thread here.

Again, Acton was appointed ODH Director by DeWine on February 26, 2019 to begin work on March 4, 2019.

That appointment was entered into the Ohio Senate Journal on March 26, 2019.

Her appointment was approved by a 14 – 0 vote of the Senate Standing Committee on Rules and Regulations, and by the full Senate 31 -0, as recorded in the Senate Journal dated April 10, 2019.

Acton resigned from her position as ODH Director on June 11, 2020.

That same day DeWine named Lance Himes as Interim Director of ODH.

I could find no record of this in the Senate Journals.

It may be that interim assignments don't fall under the same rules as appts..

On November 5, 2020 DeWine appointed Stephanie McCloud as the new ODH Director to begin work on November 16, 2020.

(Prior to that, she had been the Bureau of Workers’ Comp (BWC) Director as appointed by DeWine on Jan. 10, 2019. See Dispatch link at beginning of thread).

McCloud’s appointment as ODH Director was entered into the Senate Journal on December 1, 2020.
