You don't ban vehicles with a three hour notice. You don't close schools with a notice on Friday night.
People need time to prepare.
For instance, teachers need more than a few days to prepare for online classes. And, definitely not spend their weekend on it.

These things could have been announced with enough warning.

Weeks that should have been adequate enough to plan, and prepare and provide enough information to people on possible actions, and potential timeframe or conditions with which they would be activated.

One would think that the rate of transmission would have been modelled out, and plans and timelines put in, and people informed by now.

The second possibility is that these rapid announcements come from a misguided thinking that people follow rules when taken by surprise. And taking by surprise would limit a scramble.

The government really needs to think beyond hours and days, and be transparent in what to expect for the next few weeks and months.
People need this information to plan. From schools to workplaces, having a bit more clarity would help in preparing, and working out contingencies.
