Romans 13 is not the only biblical passage that speaks to what the government can wisely do.

Here’s a question: Does Egypt’s wise provision for their citizens, and others, in natural disaster play any role in how you think about government?
Cause, y’all, Moses is pretty clear that Joseph was wise to lead Pharaoh in that action. It was a righteous thing.
You may not think that narratives like this are prescriptive, and that’s fine, but biblical readers at least have to wrestle with those questions as we think about how God has deemed for governments to operate towards their citizens.
