I think a LOT about the 5E's of safety, as I learned them through the Active and Safe Routes to School program in Canada:

*Engineering
*Education
*Encouragement
*Enforcement
*Evaluation

1/18
As I understand it, these E's come from the profession of engineering. (Correct me if I'm wrong, pls.)

Things that I see missing from this lens:
*dEsign
*Empathy
*maintEnance

3/18
I'm curious about how we move towards broadening the scope of the lens that we use to approach traffic safety (including active and safe routes to schools programs).

4/18
*Engineering:
This E leaves it up to the professionals, which is important. However, if it negates to validate (and address) the Experience of all user groups of all modes, where is the professional accountability and application of best practice?...

5/18
...Arguably, this comes down to a culture of a) little rings on fingers/ego, and b) a lack of prioritizing money to build + actualize our core values (eg. looking out for one another).

If we re-prioritize by ditching ego/manuals & upping budgets, then Engineering has hope.

6/18
*Education:
Drivers are educated once. Vulnerable road users bear the brunt of the education piece. Yes, there's some shared responsibility, but we seem to have given up on effecting change in behaviour through education of drivers & impose that responsiblity on kids.

7/18
Ergo, Education is a failure, overall, and should not be a focus of improving traffic safety.

Engineering should be intuitive if it's about developing solutions to problems; it should require very little Education in order to use it.

8/18
*Encouragement:
Party planning? #SorryNotSorry. I think that the most valuable piece that can come from any kind of Encouragement event is building community.

9/18
How many people started to do small trips because of a Bike to Work/School event? I think building community is extremely important, but we shouldn't be relying on events/competitions to attract people to use AT more. If I could, I would change this E to cElebrate 🎉

10/18
*Enforcement:
Is inconsistent and largely a farce because it can't happen everywhere all the time. In my experience, Enforcement helps when it's present and for maybe a week afterwards, and since old habits die hard... you're back to square one.

11/18
*Evaluation:
I ❤️ data. But it has to be quantitative & qualitative. And if we're collecting at every school, does that make sense? What about a template for school safety (for example) that we could apply at most schools bc IT'S THE RIGHT THING TO DO, not bc of warrants.

12/18
Evaluation may result in quantitative data that means a project won't happen despite qualitative data available from people living in/near or frequenting areas of concern.

eg. How does the warrant system overrule what a school principal thinks is an issue?

13/18
Much (all?) of the 5 E's can be covered with two words:
*dEsign
*maintEnance

Okay, three:
*cElebrate.

14/18
*dEsign:
Encompasses engineering, education, and evaluation. We know that the best way to change behaviour is to dEsign for it. Hands down the best way to spend our money. It could also drastically reduce the need for Enforcement.

15/18
dEsign doesn't undervalue vulnerable road users(' lives) and put the onus on them, instead it protects ALL road users. It embodies Empathy for other.

16/18
maintEnance makes our infrastructure usable year round.

17/18
End 'rant'.

Please remember, while there are more engineers in my family than I can count, I'm not one, but am totally up for civil discourse. Maybe I just don't get it. As a parent & a woman trying to move by AT in my city, this is how I (*think* I) have come to see it.
