The federal government launched public consultation about how to manage the #copyright term extension required by CUSMA 1/x http://www.ic.gc.ca/eic/site/693.nsf/eng/00189.html
As @mgeist pointed out it seems the gov't is "not inclined" to take INDU's recommendation from the #CopyrightReview: require registration for the last 20 yrs. Length of copyright term was a very hot topic during the review - with the 3rd highest number of recommendations made in stakeholder briefs overall (after fair dealing and technological protection measures). 3/x
The #CopyrightReview took place in 2018, during CUSMA negotiations, so some briefs were submitted before and some after life + 70 was a "done deal." 4/x
INDU received 22 briefs (out of 192) recommending maintaining life + 50, almost 3/4 of these from higher ed (largest stakeholder group to submit briefs), but also notably including Broadview Press and its CEO (the only creator/rightsholder briefs arguing to keep the term). 5/x
INDU received 13 briefs recommending extending term to life + 70, primarily from the music industry, film/TV, and publishing. 6/x
INDU received 7 briefs (all in the last month of the review, after CUSMA was signed) acknowledging required extension but recommending measures to mitigate the effects. These came from a variety of stakeholders, including lawyers, libraries, archives, and education. 7/x

Other suggestions to mitigate life + 70 in briefs: improve fair dealing (sugg by Internet Archive Canada, Lisa Macklem, U of Victoria); permit libraries to use/distribute works no longer commercially viable (Library Assn of AB; also a suggested option in this consultation)... 9/x
