My anecdotal impression is that many rural and suburban school districts are open for hybrid learning at least, and it's only in cities like Newark, Cleveland, San Francisco where schools are still closed. It seems like a major breakdown in an essential public service...
US urban school districts are some of the only ones in the world to have been closed for the entire duration of the pandemic. It suggests a level of dysfunction that is hardly conducive to encouraging people to live in cities.
A lot has been written about how US cities struggle to build transit efficiently. But it seems they can't run schools either. There is a worrying level of systemic failure of public institutions.
