so let's start with the Big 4: Richard Dragon & Lady Shiva, master martial artists from the '70s who've stuck around helped train Vic Sage The Question, Shiva's daughter is Cassandra Cain, a fellow GOAT martial artist (these are gonna be brief nerds)
the Bronze Tiger is usually accredited to this same corner of DC's vague set of martial artists though he's also useful for his role on the suicide squad
next up: I-Ching & the Sensei, I've heard these 2 are the same guy but they weren't pre-Crisis which is what matters for me, I-Ching trained diana in martial arts when she lost her powers & Sensei is Ras Al Ghul's evil even older dad
Sensei also maintains a group in the league of assassins of ultimate killers called "The 7 Men of Death" only 4 of which fit martial arts- Razorburn, Maduvu, Merlyn, & the Whip
speaking of the league of the assassins, you ever hear of their rival group - The Council of Spiders? they fought Tim back before Batman Inc. launched, from them we can take The Wanderer (death touch,) Tangle (laser wire,) Funnel (poison,) Recluse
Batman villains in general are pretty bountiful with guys like Silver Monkey & Hellhound (your basic evil fighters) Zeiss who has cybernetic eyes to predict your moves, & Night Scourge, a fighter brainwashed into vigilantism by Hugo Strange
and of course I'd be remiss not to mention the Talon zombie ninjas & Siam, conjoined triplet martial artists
speaking of the Morrison era I have to mention Damian Wayne but also Mr. Unknown, the Batman of Japan
also from Japan there's Katana, wielder of the soultaker sword & Bushido, each of his weapons contains the soul of a single warrior & guide him in battle, they can also be used for exorcism
also hailing from Japan are Judomaster, a legacy hero who creates a distortion field that means she can't be hit head on, & Tiger, former sidekick of the OG Judomaster now turned head of the Yakuza Blood Warriors, super powered assassins
from Hong Kong we get the King Snake, a blind martial artist & former archenemy of Tim Drake as well as the Lady Shiva, and his traitorous first lieutenant Lynx whose gone solo
from China you have the 7 Deadly Brothers, 1 guy who can split into 7 people each a martial arts master of a different discipline, Celestial Archer, powered by the moon goddess, along with sonic scream powered Taiwanese buddhist monk Thunderlord
and from South Vietnam the twin heroes Lightning & Thunder, who also augment their fighting with meta powers
looking to Russia we have 3: KG Beast, global assassin who could outfight Batman, Echo, cybernetic psychic who could also take on the dark knight, & Savant, idle & wealthy but dedicated martial artist
on the global stage you have Cheshire & Copperhead, twin masters of poison, as well as Scandal Savage, semi-immortal daughter of Vandal
and of course you have to cover Deathstroke & Ravager, the father/daughter assassin super-soldier pair
looking at the big name obviously you've got Black Canary & Wildcat, 2 of the top tier fighters
a lot of people also mentioned Connor Hawke who I found has an antagonist Costantine Drakon, a martial artist SO quick he could catch arrows
speaking of green arrow there's the original Onyx, a street samurai, & the revamped Night-Thief, a vampire martial artist, those are rare
taking off into the really weird stuff:
-Nightblade is a martial artist who gained super healing factor from the Bloodlines parasites
-Shatterfist & Musashi are both Japanese martial artists empowered by the galactic tyrant Overmaster
