I haven't agreed on much w the Ontario govt in months, but I do agree that the return to the colour coded framework is not a "reopening", especially in Toronto, Peel & York. On Feb 22, the provincial lockdown is going to be replaced with a regional grey zone lockdown in the GTA.
The only change in the GTA will be to allow retailers to serve up to 25% of their capacity - a rule that was in place in almost every other province for the entire second wave (with the support of public health officials).
It baffles me that many in Ontario have ignored what is happening in almost every other jurisdiction in the country. BC has kept retail open through the entire pandemic.
