According to multiple polls, and based on the number of registrations on the vaccine platform, there seem to be a very worrying low level of Lebanese signing up to get vaccinated.
Online on-boarding will de-facto target a certain segment of the population, some less tech savvy citizens will probably register the old fashion way. In a lockdown, those will surely postpone their trip to the registration centers .
New tech (mRNA) coupled with the blazing high speed with which the vaccines have been developed have exacerbated some pre-existing anti-vaxxer tendencies some people have. Although totally incoherent, those will chose to abstain.
Many will also chose to wait until others have taken it first (some sort of weird version of NIMBY) , thinking that they either won't need to take it if the virus dies down due to the vaccination, or at the very least get to see if those who got the shot turned into rabbits
The result would be catastrophic with a widely delayed herd immunity. The tragedy of deaths, pain and suffering will be doubled by the fact that it would be totally avoidable.
Since there is an ethical issue forcing people to vaccinate, and it seems very few democratic countries will opt to do that, an alternative has to be used.

Since the launch of the IMPACT covid platform, a large amount of citizens have gotten used to on-boarding.
Providing those citizens with a QR code in a IMPACT app, will allow them to be scanned at facilities.

This allows for crowding control according to levels set by the sectors (check my other thread on that), but it also allows for the implementation of vaccine checks as well. Once the vaccination capacity surpasses the demand, any entry to a facility will warrant a vaccine check

We need to create an incentive structure for people to voluntarily get themselves vaccinated.
The community that will get the shot will get access back to a normal life, while allowing facilities to run 100% COVID-free .
