Go ask Vermeer, Da Vinci, Eakins, Rockwell, and about 90% of the Flemish masters about it. I'll wait.

Can you fully trace 100% of your subject? Yes! Will it make growth slower? Not necessarily! It can, but everyone works at a different pace.
Can it become a crutch? You bet! But so can a proportional divider/ruler, grid system, or camera obscura.

Seriously, I will put my next paycheck down on the fact that your favorite artist? Probably *gasp* traced at some point! Maybe they STILLLLLL trace!
