. @FreemanForIndy is absolutely changing the rules in the middle of the game. The law as written does NOT mandate private funding; just that it has to come from non-tax and non-fare revenue. Personal interpretation here doesn’t count. Law is law (and a lawyer should know that).
Senator Young is fabricating the idea that the legislation was a “contract” and is therefore a State issue. State funds are not going to any transit projects under IndyGo.
Senator Young just presented the lie that people “didn’t know what this bus system would look like.” Maps and concepts were presented to the public.

He’s just made up the lie that IndyGo has eliminated stops because they “didn’t work.” IndyGo performed a re-balancing.
Young is alleging that buses are a failure and that IndyGo is changing their approach and asking for more taxes (an outright fabrication).
Young says that the Alternatives Analysis said that the Blue Line should not be built. This is false - it doesn’t present that language in any way.
Reminder that Young doesn’t live in Indianapolis. He has no stake in this project and it’s why he doesn’t can’t actually articulate anything that likes up with reality.
Young says that Federal government says Blue Line can do shared lanes because the Red Line has dedicated lanes. This is a lie. The Red Line dedicated lanes DO NOT count towards the Blue Line. It is a separate process.
Young: “52% of people in my district opposed this.”

Young demonstrates he doesn’t understand or respect the process of democracy.
Reminder: If the Blue Line loses Federal funding, there will be no improvements of any kind to Washington Street. None. No resurfacing, no new drainage, no new sidewalks. Nothing. It’s all or nothing.
Pedestrians can either cross half the street to get to a station or the whole street to get to a station. The notion that center-stations are dangerous is a fabrication.
. @Waynetwpfire falsely claims that this would impact response times. FACT: Emergency vehicles can and have used bus lanes to go around traffic. Emergency vehicles are exempt from the traffic restrictions. This enables better response times, not worse.
“[IndyGo] tends to ignore the comments submitted by the community.”

The community is more than just the west side. It’s a 24-mile corridor serving tens of thousands of people. 5,000 signatures a mandate does not make.
“We are borrowing money against our children and grandchildren.”

Small Starts dollars are grants, not loans. IndyGo and the City does not need to pay these back.
“This project would add curbs, which aren’t good for motorcycles.”

Pedestrians can kick rocks, I guess.
Speaker in opposition states that there are lots of walkers in the neighborhood along Washington, including kids that use transit. The Blue Line would add sidewalks and crosswalks, but they’re opposed due to diverting traffic (a fear on the Red Line which did not materialize).
“This was the largest public outreach campaign in Central Indiana history.” Indianapolis taxpayers were asked if they wanted this and they said yes. Region made many concessions to the State and the population still said yes over and over again.
Things that will be lost if IndyGo is forced to take on addition costs or if the goalposts are moved:
- Transit passes for IPS students
- Transit passes for Veterans
- Improved services
- Bus rapid transit
- Sidewalk, multi-use path, pavements
Indiana Legislative Services Office: IndyGo has met and exceeded requirements as outlined under the enabling legislation.
IndyGo and Indianapolis stand to lose $177 million in infrastructure funds if @FreemanForIndy’s bill or its amendment passes.
Indy DPW: “We oppose any legislation that would change the BRT plans and put funding at risk.”
FedEx: One of the biggest problems is transportation for employees. Blue Line would have station directly in front of facility.
Councilor Jared Evans: “I watched a mother and her baby trudge through the mud along West Washington Street in the 17th largest city in America.”
