Unless this package allocates funding for homeschool families struggling to get online, then it really isn't inclusive.

Currently homeschooling is too often a luxury for those who can afford it. If we accept the premise that all students should be connected I see no reason why Congress and the FCC shouldn't include homeschoolers to be eligible.
Too many families are trapped in mismanaged and underperforming schools. Internet connectivity paired with an assortment of homeschool curriculum is a way out.

Enable homeschool parents to take the E-Rate money to connect their students.
