Answer the ‘Why?’ question. The Government is about to burn time and capital on these reforms. It needs to develop a more compelling explanation of why (clue: today's bureaucracy-busting theme isn’t it) (2/6)
Roll the pitch. Health reform requires action (and therefore consent) from many. The Government needs to engage early, secure buy-in and learn from stakeholder views, or it will spent a lot of time and energy repairing the damage (3/6)
Move fast. The reforms are far-reaching and the Bill has the potential to be a vast Christmas tree, with parliamentarians seeking to hang all sorts of odd things from it. Legislation will need to be focused and this will require some choices. (4/6)
Pick one battle at a time. The White Paper has been broadly welcomed, but it contains detail which will offend many different interests. The Government can’t afford to fight on multiple fronts. (5/6)
