THREAD ON MATT HANCOCK BEING DODGY: So I saw this tweet today and given my long history with govt tenders/contracts in my working life, I thought I’d do some investigating. Here is what I dug up....
First stop, let’s look at the contract being awarded and read into the details.

Red flags 🚩
Tenders received: 1
Received from an SME (subject matter expert): 1

Massive red flag. You’d think a £14.4m contract would have multiple responses, but in this case on 1...
Which only leads to one conclusion, it was a “closed contract” or “closed tender” meaning that usually a list of SME suppliers are hand picked and asked to respond.

In this case, it looks like that list was only 1 business. The oddly named CH&L Limited.

Let’s look into them...

1) Incorporated in Jan 2020 by a “Chunlei Li”
2) Hon Frances Caroline Burke Stanley gets appointed as director on 10th June
3) Chunlei Li ceases being in control on CH&L on 2nd Nov
4) 15th Dec, Hon Frances Caroline B Stanley assumes significant control...
So who is Chunlei Li and how did he win a £14.4m PPE contract as a subject matter expert after 3.5months of operations?

Not surprisingly, very little is found of him on the net, except for this. He’s a specialist in Chinese medicine. Not a subject matter expert in PPE.
However, the business is incorporated as a “non-specialised wholesale trade” as late as 20th March, 2020. So how is a non-specialist assigned as a subject matter expert? That’s a huge red flag 🚩

So what was happening in the UK around Feb-April with PPE?....
Here is a timeline of events from The Guardian outlining how the UK refused to participate in the EU procurement process using Brexit as an excuse.

Reality, it was sending £14.4m to a Chinese medicine practitioner, with close links to Hon Frances Stanley to supply PPE...
So is this an isolated case? Sadly, no. Here’s more from the guardian showing how more close acquaintances of Hancock won govt contracts through seemingly dubious circumstances.

In this case, they made plastic cups as a speciality, yet they won a govt PPE contract...
So back to CH&L, what are the options?
1) Hon Frances Stanley knew Chunlei Li had contacts back in China who could import PPE, whether it be of good quality or not
2) Stanley discusses with Li, he makes promises that he can’t fulfil to Stanley, but they push ahead anyway...
3) Govt contract is won by Stanley through her connection with Hancock (her husband donated £5k directly to Hancock previously).
4) Li’s China contact does or does not fulfil their order and the money goes... somewhere?

I’m not sure how well the contract went...
So this is where the story ends for now. The BBC article from 11th April below shows Hancock saying that they’re forced to buy from overseas due to shortages, which is fair enough, however the way in which these contracts were awarded not to SME’s, and actually friends is odd.

I just don’t know why the UK didn’t accept the EU invitation. Instead, doctors died trying to save lives.
