A constant pattern in government over the years is men (in particular) fiddling with structures rather than focusing on systems change and better outcomes. NHS news another large scale example.
Also the constant drive to centralisation of this govt is really troubling. There’s no intelligence behind it, just a thirst for power. Where’s the theory of change or organisation design behind it? It’s just blunt simple mindedness.
If they truly cared about better outcomes and were confident enough to share their successes, the focus would be on subsidiarity. What is the right thing to do at the right level to achieve the right outcomes? Total centralisation is no better than total localisation.
