ICSs are a promising model, & WP has some good enabling stuff around shared governance across primary & secondary care (joint committees and appointments). Duty to collaborate also good

Accountability: right that it's strengthened. Gov should be clear about vision for healthcare & to be able to deliver agenda
BUT: big dif btwn setting priorities (good) & taking operational decisions (bad). SoS shouldnt be making decisions about local hospital closures

PLUS: what about local accountability? Who will drive the WP aspiration of more place-based care (central gov not well placed to do that)? Might greater devolution be more effective?

Compet'n & bureaucracy: no brainer that needless/too frequent procurement shd be stripped out, BUT doesn’t mean no place for ind'nt sector providers
Lots of grt provision by not-for-profits & real concern that NHS will simply bring all in house– not nec best for patients
