The lifting of the ban allowed Modi to elevate his platform and gave sympathetic US politicians like @RepBera a raison d'etre to promote India at the cost of democratic principles and regard for human rights and justice.
With this history, it might be a steep uphill battle to get Biden/Harris admin now to take a strong stand to demand India respect human rights. India never has and the US hasn't strongly demanded it.
Meanwhile, there's an exodus from India of women & men seeking safety and opportunity in other countries, often being trafficked and left to languish in detention, including in the US. Why are so many feeling India? It's now in front of the world to see.
Consider the desperation of India's farmers for their livelihood, what Indian state agencies have perpetrated in response during the #farmersprotest, and the complicity of the US and world community repeatedly around what goes on in India for the sake of "trade and security."
