ANOTHER THREAD ON DCC CONSTRUCTION COSTS
Very good presentation from DCC QS section earlier with a view to squaring the recent @SCSISurveyors report with @DubCityCouncil's own cost data - a few observations:
(1) Beware apples vs oranges - private 2-bed apartment example in SCSI
data is 72m2 (net floor area) or 91m2 (gross floor area); DCC 2-bed apartment is typically 78-80m2 (net floor area) or 102-108m2 (gross floor area)
(2) private 2-bed built to A3 energy rating whereas DCC 2-bed built to A2 energy rating
(3) other areas where specifications can differ:
Asked the question directly as to whether there is any evidence of a cartel in operation; no indications. However there are issues with the market being "thin" & it being difficult to attract bidders. Some concern also that the costs of participating in Frameworks are also
ultimately transferred to DCC. Finally - the inflexibility of procurement results in the work being done (and tendered for) one project at a time; a construction contractor building a relationship with a property developer will find it earlier to generate a pipeline of ongoing
