Meanwhile, one of these entities has been engaged in very tough negotiations about reopening schools.
If your "carjacking spike" story acknowledges a *national* uptick in this type of robbery during pandemic but still goes out of its way to say that IL stopped sending kids to adult court w/o a hearing for this offense 5y ago: why?

What is the implied significance of this fact?
If you end up reporting a story that for any reason might cause your audience to conclude: "wow, kids are a real problem," your story is very likely to be incomplete and/or imbalanced.
