Noire's brand of villainy technically only stretches to the Shroud and manifests itself as basically overthrowing the Gridanian City-State. If the Eorzean Alliance weren't a thing, she probably wouldn't even be a serious threat to Eorzea at large.
EXARCH~

Instead of using the Crystal Tower, Exarch Noire would so something similar with the Palace of the Dead. The "Crystarium" would be more of a civilization dug into a deep crater in the ground, nearly as deep as the Crystal Tower is tall.
EVIL~

Noire is not above using the bodies of those she's killed to add to her army, but her real crew consists mostly of local bandits and war refugees. If you were already a criminal to Gridania, there's a good chance you're being scouted.
EXARCH~

Noire has taken to calling the people of the Palace of the Living (The Crystarium) "my child", which will be an easy identifier to whoever her WoL is. She is bad at secret identities.
EVIL~

One of the ways Noire intimidates people is using her Necromancy to ignore threats on her life. She will politely ask to discuss her terms with you over tea, while leaving the dagger you tried to kill her with buried in her flesh unbothered.
EXARCH~

Noire avoids going to Rak'tika, not because she dislikes it there, but because she gets a lot of positive attention from the Night's Blessed. It feels like home to her and any visit there always takes way longer than intended. She usually fails at avoiding Rak'tika.
EVIL~

Noire has a specific beef with Dancers affiliated with Troupe Falsaim. Practitioners of "Status Quo Magic" will invoke her wrath. Those affiliated with Troup Falsiam beware (I could make an entire new thread about how much Noire hates Dancing as a profession)
